A Public transport framework can inform planning and development of a public transport network.

  • Set a maximum distance for 80% of residents to access public transport of 800m for rail and 400m for bus. This puts public transport options within walking distance.
  • Aim to deliver maximum trip durations of 30 minutes.
  • Provide radial transport routes that integrate with hub and spoke routes.
  • Prioritise low carbon emission transport options.
  • Provide light public transport modes between residences and local transport nodes.
  • Provide vehicle frequency of 15 minutes. This reduces the need for people to read timetables.
  • Provide service durations of 24 hours for very busy regions and routes.
  • Provide a minimum service duration of 6am to 2am
  • Integrate services so that trips can use several transport modes without delays from waiting
  • Provide unencumbered routes for public transport modes, minimising interruption and delays from roads and pedestrians.
  • Create transport mode options for:
    • Heavy use (e.g. heavy rail and high frequency metro)
    • Medium to light use (e.g. light rail, bus)
  • Create routes that minimise line sharing to avoid congestion. For example, rail routes that traverse a city and shuttle backwards and forwards along the route are more efficient than those that have to share tracks and platforms in busy stations.
  • Provide integration with pedestrian and cycling transport routes, and provide options for multi-mode trips such as bike-bus, bike-train, bike-light rail/metro.
  • Allow mixed usage of public transport infrastructure such as stations and hubs. Provide a mix of residential and commercial tenancies so that services are available and they are used for a mix of activities.
  • Adopt international and national standards for public transport infrastructure and rolling stock so that economies of scale can be achieved.
  • New suburbs and housing developments to be of appropriate density to support public transport infrastructure usage.
